Planning Board Meeting - Tuesday, May 4, 2021 at  7PM

Annual Town Meeting Zoning Bylaw Amendment Articles/Planning Board Report:  Article 32, Citizen Petition, Article X, Joe Finn and others: Multi-family housing moratorium.
Citizen Petition Zoning Amendment Warrant Article for a Multi-family housing moratorium. I have carried the same packet information from the last meeting. The Board seemed supportive of a water and sewer capacity study. The Town Manager has indicated that she has some room in the budget to fund a consultant to conduct the studies.

Citizen Petition Zoning Amendment Warrant Article for a Multi-family housing moratorium. The article was noticed on April 12 and 21st for a hearing opening date of tonight. The warrant article proposed and text from the existing zoning bylaw – Article 10 Administration, 195-10.2 Building Permits is included in your packet.

Trinity Financial – Royal Crest Estates Redevelopment: The summary of general comments has been updated to include the 3 resident comments that were received after the memo was posted for the last meeting. At the last meeting the Board stopped their review of the summary memo at McSweeney – bottom of page 7.

Trinity Financial – Royal Crest Estates Redevelopment: Some of the questions tonight relate to building heights, locations and view angles. Included in your packet is an updated spreadsheet and corresponding plan detailing heights, locations, and number of stories. At the last meeting, the Board asked for the proponent’s thoughts on how view angles could best be addressed. A summary memo has been provided listing all non-traffic related comments received to date. An additional correspondence was received after the summary memo was completed. Those comments are included as a separate document.

March 16th at 7PM - Planning Board Meeting

Royal Crest is on the agenda, MassDOT will not be attending. Though a separate hearing the 419 & 435 Andover Street proposal may impact traffic in this area.

"Trinity Financial – Royal Crest Estates Redevelopment: Address comments/questions related to traffic. MassDOT will not be attending the meeting. They presented an overview of the roadway improvement project to the Select Board on Monday, March 8th and received some feedback. Subsequently they requested to withdraw the Route 114 presentation from the March 16th Planning Board Meeting This will give them time to review some alternative solutions for the parcel at 510/530 Turnpike Street and meet with Mr. McGarry to hopefully get to an agreeable resolution. It was suggested that a presentation to the Planning Board could likely be scheduled in April."

Planning Board Meeting - Tuesday March 2, 2021 at 7PM - Agenda

What will be reviewed on Tuesday:
Trinity Financial – Royal Crest Estates Redevelopment: A traffic memorandum submitted by the proponents for the last meeting along with 2 abutter comments have been carried to this meeting packet. Kathleen Lambert, MVRTA, will discuss some thoughts related to public transit needs/opportunities. There will be a preliminary discussion related to existing conditions and proposed stormwater management. Note this is just a preliminary discussion, more information will be provided as discussions progress. Information related to this discussion will be added to the packet on Monday morning.


Tuesday, February 23, 2021 - 7PM Planning Board Meeting - Agenda

Trinity Financial will not be presenting on Tuesday.

Trinity Financial – Royal Crest Estates Redevelopment: The proponents will not be presenting this evening. The fiscal impact analysis is still being reviewed by the Town’s peer review consultant. It is anticipated that the analysis will be presented at the March 2, 2021 Planning Board meeting. The only items in your packet are abutter comments and a traffic memorandum submitted by the proponents. These items will be carried to the March 2nd Board packet.
